Informe: Desplazamiento Forzado Queer en México

La Iniciativa de Desplazamiento Forzado Queer (QFDI) esun proyecto para crear una red internacional que promueva la protección y soluciones para las personas LGBTQI+ en desplazamiento forzado. Para sentar las bases de estared, de 2024 a 2025, Rainbow Railroad está co-facilitando una serie de consultas globales en mesas redondas conorganizaciones de la sociedad civil, personas con experiencia vivida de desplazamiento forzado, y actores estatales y humanitarios. Las consultas tienen como objetivo proporcionar una instantánea del contexto local en países clave de tránsito para migrantes LGBTQI+ en América Latina, Asia, África y Medio Oriente. Los datos y hallazgos colectivos surgidos de cada mesa redonda consultiva se utilizarán para informar directamente el diseño, enfoque y función de esta red multi-actores, que se lanzará a finales de 2025.Este informe resume los temas clave, hallazgos y recomendaciones de la primera mesa redonda de esta serie, celebrada en la Ciudad de México, México, del 5 al 6 de septiembre de 2024, organizada en colaboración con Casa Frida, Refugio LGBTIQ+. Durante dos días, los participantes identificaron varios desafíos clave enfrentados por migrantes y refugiados LGBTQI+. En particular, la discriminación xenofóbica y anti-LGBTQI+ a nivel interpersonal, estructural y sistémico crea barreras significativas para que las personas LGBTQI+ accedan de manera segura a servicios esenciales como atención médica, refugio, vivienda, alimentación y empleo. Los participantes también destacaron la necesidad de mejorar la seguridad de las personas, combatir las violaciones a los derechos humanos y mejorar el acceso a la justicia. Report Back: Queer Forced Displacement in Mexico

Queer Forced Displacement Initiative (QFDI) is a project to create an international network to advance protection and solutions for LGBTQI+ people in forced displacement. To lay the groundwork for this network, from 2024-2025 Rainbow Railroad is co-facilitating a series of global roundtable consultations with civil society organizations, people with lived experience of forced displacement, and state and humanitarian actors. The consultations aim to provide a snapshot of the local context in key transit countries for LGBTQI+ migrants across Latin America, Asia, Africa and the Middle East. The collective data and findings emerging from each consultative roundtable will be used to directly inform the design, focus and function of this multi-stakeholder network, which aims to be launched at the end of 2025.This report summarizes key themes, findings and recommendations from the first in this series of roundtables, held in Mexico City, Mexico from September 5th-6th, 2024, organized in partnership with Casa Frida, Refugio LGBTIQ+.Over the course of two-days, participants identified a number of key challenges faced by LGBTQI+ migrants and refugees. Notably, xenophobic and anti-LGBTQI+ discrimination at the interpersonal, structural, and systemic levels create significant barriers for LGBTQI+ individuals in safely accessing essential services such as healthcare, shelter, housing, food, and employment. Participants also highlighted the need to enhance the security of individuals, combat human rights violations, and enhance access to justice. Exploring Multilateralism for International Peace and Security and LGBTQI+ Crisis Response

 Recently, Rainbow Railroad convened and moderated a timely dialogue on “International Peace and Security and LGBTQI+ Crisis Response” in a side event for the United Nations Summit of the Future. Read a complete report back on this panel here.We gathered with the co-sponsorship of Outright International, the Equal Rights Coalition, and the Governments of Malta, Colombia, and Canada, and through close collaboration with UNHCR’s Division of International Protection and its New York Office, as well as the UN Independent Expert on Sexual Orientation and Gender Identity.Dr. Nishin Nathwani, Head of Strategy at Rainbow Railroad, moderated the discussion which featured expert interventions from:Ambassador Bob Rae, Permanent Representative of Canada to the UN, and President of the UN Economic and Social Council (ECOSOC)Graeme Reid, UN Independent Expert on Sexual Orientation and Gender Identity Ambassador Vanessa Frazier, Permanent Representative of Malta to the United NationsAmbassador Juan José Quintana, Permanent Representative of Colombia to the United Nations  Richard Wilson, Executive Director of Lighthouse Equality Advocacy ProjectAndré Du Plessis, United Nations Program Director at Outright InternationalMr. Sivanka Dhanapala, Director of UNHCR Office in New YorkPrioritizing Multilateral Partnership and Queer PerspectivesThe discussion explored how multilateral partnership can contribute to international peace and security. Participants examined successful partnerships with states, international organizations, and civil society, and identified areas where countries can champion the fight against LGBTQI+ persecution. Speakers shared how queer perspectives can be integrated into the Pact of the Future and in the Declaration on Future Generations, and where increased multilateralism can enhance international peace and security for at-risk LGBTQI+ people.   Richard Wilson, an activist supported by Rainbow Railroad in resettling, spoke about their own lived experience on the panel, as well as their advocacy for LGBTQI+ asylum seekers. Reflecting on the conversation, they shared the following:“Having the opportunity to share my story and listen to the proposed policies aimed at supporting displaced individuals, especially those in the LGBTQI+ community, gave me hope. I felt that the voices of people like me were not just being heard but also integrated into solutions that could make a tangible difference. Seeing global leaders take our concerns seriously and commit to taking action was incredibly powerful.”This was Rainbow Railroad’s first event of this kind, after having recently been granted special consultative status by the UN Economic and Social Council (ECOSOC). Securing ECOSOC status is a challenging process, as applicants must be approved by a committee that includes members from countries like Russia, Pakistan, and China, nations that often subject LGBTQI+ groups to additional scrutiny. Consultative status significantly increases Rainbow Railroad’s access to the UN, including through bodies such as the Human Rights Council, where we are better positioned to advocate for LGBTQI+ forced displacement and elevate the work of partner LGBTQI+ civil society organizations and activists doing this work on the ground globally. Bringing grassroots partners and refugees into high level meetings, provides a platform for those who lack the resources to attain this status themselves. Forming the backdrop of this conversation is the global anti-gender movement, which has mobilized a coalition of populist groups and funders to target a wide range of programming including sexuality education, discussion on sexual and reproductive rights, and LGBTQI+ rights. Rainbow Railroad has received more than 50,000 requests for help since our founding, and we understand the need for a global coordinated response.The rising tide of legislative and social changes that newly target LGBTQI+ communities not only jeopardize the safety of individuals and communities and their access to rights but also have broader implications for global peace and security. Experts acknowledged we need to collectively re-envision the landscape of how the international community adapts and responds to threats to human rights, underscoring how international mechanisms have been successfully utilized and could be further leveraged to enhance support to at-risk LGBTQI+ communities in crisis-affected contexts.  Advancing LGBTQI+ Rights in International SpacesActivist Richard Wilson described the importance of conversations like this:“This event opened my eyes to the global nature of the LGBTQI+ crisis response. It showed me that while the struggles of LGBTQI+ immigrants and asylum seekers are unique, they are not isolated. The panel gave me a deeper understanding of the complex intersection between displacement, identity, and security. It also highlighted the importance of international cooperation in addressing these crises and reassured me that there are ongoing efforts to improve the systems in place to protect and support people like me.”Collective action and partnerships in multilateral spaces give us hope as we continue to advocate for the voices of LGBTQI+ refugees and asylum seekers at the international level. Rainbow Railroad Launches 2023 Annual Report: Understanding the State of Global LGBTQI+ Persecution

In 2023, Rainbow Railroad received over 15,000 requests for help and provided support to 7,265 at-risk LGBTQI+ individuals around the world. Our Annual Report reflects the resilience of our community and the challenges we confront, offering insights from those we support, with the help of our invaluable partners.This report, which compiles witness accounts of LGBTQI+ persecution from around the world, demonstrates the strong trust that exists between Rainbow Railroad and individuals at risk. In the face of a troubling global rollback of LGBTQI+ rights, we know that our advocacy is an indispensable force for change and progress. We must challenge oppressive systems, demand action and accountability from governments, and foster solidarity internationally. Our mission stands clear, the need for our work has never been more stark. We collect data that is unique, offering insights into the experiences of individuals who reach out to us, as well as the broader landscape of the global queer forced displacement. This report is a snapshot of key data collected to inform our decision-making processes, which empowers us to enhance systems and prioritize advocacy efforts. We continue to leverage multilateral fora and international credibility to advocate and defend LGBTQI+ rights globally. Our efforts to secure government referral pathways have not only amplified protection and resettlement opportunities for LGBTQI+ individuals navigating displacement but have also yielded policy victories through strategic partnerships with the Canadian and US governments. June 20th is World Refugee Day, and this month is Pride Month. However, our work helping at-risk LGBTQI+ people is year-round. We are proud to share this report and use these findings to advocate for justice and protection for LGBTQI+ people at risk. We would also like to take this opportunity to acknowledge our community of supporters for making this work possible. A New Year in the Fight for LGBTQI+ Freedom

Only a few months into 2024, it is apparent that the landscape for LGBTQI+ rights remains fraught with challenges. Against a disheartening surge in anti-LGBTQI+ rhetoric and legislation worldwide, we are grateful for the support of our community, which makes our vital work possible.A New Year in the Fight for LGBTQI+ Freedom, our latest Donor Impact Report, will shed light on the work we have been engaged in over the past few months, as well as the stories of resilience and courage that define the global LGBTQI+ community.Among these stories is the remarkable journey of Bintang, an activist, supported by Rainbow Railroad, who now stands as a beacon of empowerment in their new community, tirelessly working to foster a sense of home and belonging for fellow newcomers.The report also sheds light on the urgent crisis gripping LGBTQI+ communities in Uganda. Following the passing of the Anti-Homosexuality Act last year, we experienced a major influx in requests for help from LGBTQI+ Ugandans facing violence in their communities. Earlier this month, the Ugandan Constitutional Court released a decision upholding the draconian legislation. We continue to receive a high number of requests for help, and the need for support has never been more pressing.Additionally, we are excited to provide an update on our own organizational evolution.
